Question:
Answer: The main reason given for not wearing tefillin during musaf of Rosh Chodesh is that one should not wear the keser, crown, of tefillin while reciting the Kedusha of Musaf that begins with the word "Keser". the Mishna Berura adds that one should not even wear the tefillin during the quiet shmona esrai of musaf. The Rema adds that even though we do not say "Keser" in nusach Ashkenaz, still the tefillin should not be worn. Even though some poskim permit one to wear tefillin if he is davening nusach Ashkenaz, but the Mishna Berura concludes that someone davening with a minyan should not behave differently than the accepted practice and should remove his tefillin before musaf.
