Halacha - New purchase on yom tzom

Answer:

There is no restriction on purchases on a fast day, with the exception of Tisha b'Av, even if the object has no use for a Mitzva. A fast is neither a holiday when transactions are forbidden nor mourning when one must refrain from purchases.  

However, it is certainly praiseworthy to avoid actions that will distract one from the seriousness of the day. So, while should refrain from shopping for frivolous items, there is no detraction from the spirit of the day in pursuing spiritual acquisitions.

Halacha - Fast Days

Question:
Answer: The issue with chapstick would not be eating, as it is not ingested nor edible. However, there would be an issue with annointing. Presuming it is being done to avoid painfully chapped lips and not for pleasure, it would be allowed on Tisha b'Av but not on Yom Kippur.

Halacha - antibiotic on a fast

Question:
Answer: An antibiotic, which could lead to a potentially dangerous relapse of resistant infection by missing a day, may certainly be taken on a taanis. One may also use a small amount of water, if necessary, but it is preferable to add a little lemon juice or vinegar to render the water unpalatable.
