Answer: According to the Beis Yosef and minhag Yerushalaim there is no Kedushas Shvi'is on peiros nochri and therefore there is no obligation of biur at all. The only issue would be for one who is machmir like the Chazon Ish.

The Poskim permit the biur issue you mentioned because of a combination of factors. As mentioned many Poskim hold that peiros nochri have no kedushas Shviis, also some say even if it has kedushas Shviis it does not require biur since the goy who grew it would not have done biur himself, additionally the company of store that owned the product at the time of biur was either shogeg or relying on the lenient opinions, and finally some hold that even if biur was not done the produce does not become forbidden. Therefore the accepted procedure is to declare the product hefker after you buy it, doing biur yourself, and then take it back into you house.

Many poskim encourage people to be machmir like the chazon ish regarding peiros nochri. That is why I am asking.
