Question:
Answer: There are two general reasons why Halacha would require one to wash hands, for cleanliness and for ruach ra. Only ruach ra obligates washing 3 times on each hand alternating hands, for cleanliness they may be washed in any manner and even wiped clean if water is not available. Touching ear wax, mucous from the nose and touching parts of the body usually covered such as the upper arm are issues of cleanliness and do not require washing 3 times. Cutting hair or nails is a problem of ruach ra and one must wash as in the morning.
