I believe the shulchan aruch 235:4 permits reciting shma with its brachot (exept Haskiveinu) even after Alot until Netz in a case of Ones. I'm pretty sure this doesn't apply to shmone esray. Either way one should probably not daven shacharit till after netz to avoid a tarti dsatri.
