Halacha - Tefila/Tefillin
Submitted by anonymous  Answered by Rav Peretz Moncharsh
Question:
Answer: 4:30 is before Alos HaShachar in most of the world most of the year and is too early to put on Tefillin or daven Shacharis. Even if you daven then you have not fulfilled your obligation and must daven again at the correct time.
