Question: Lichvoid Harav I once glanced the halochos of maser kesafim many years ago and know it is long and complex. 1. is it mamesh haloho that you must give minimum 10% or is it advisable and the inyan of masser lehalocho is really confined to peirus? 2. either way, if somebody owes a loan to another yid, is it correct to give tzedokoh like a "sheiner" yid and not repay his loan? 3. if someone gives maser at 10% of his salary, it is quite possbile that he wont be able to afford his rent/mortage payments alon with his basic living expenses before luxiories. is the maser calculated before or after these expenses? a giten erev shabbos, shkoyach
Answer:

As you mentioned the Halachos are very complex, so I will be a little vague in my answers for the sake of brevity.

1) It is a machlokes, but generally accepted as something that must be done when one is obligated according to Halacha.

2) If giving ma'aser would prevent one from paying a loan he owes, the loan has priority.

3) Someone who cannot afford basic necessities may be exempt from the mitzva of Ma'aser Kesafim.

In all these issues your Rav must be consulted regarding specific Halacha l'Maaseh.
