|Answer: While the shiur is the same, the Shulchan Aruch in OC 10:11 writes that a scarf is exempt from tzitzis. Therefore if one said a beracha on such a talis it would be a beracha l'vatala. Additionally the Rema 10:12 writes that one must have 2 tzitzis in the front and 2 in the back, and the scarf taleisim have all 4 in front.
