|Answer: The Rema 434:2 writes that Kal Chamira should be recited after the burning in order to fulfil the Mitzva of burning chometz he owns. So apparently we assume that one does NOT intend to make his chometz ownerless when throwing it into the fire.

During yom tov, on garbage collection day, can the trash
barrels be rolled out to the street out of my private domain, across a public sidewalk twelve feet. Question two: may a shower be the usual warm temperature on yom tov; and if the third day is shabboss, does that provide any additional leniency re hot water on the 2nd day of Yom Tov, got the sake of Shabbos?
