When one cleans a cabinet before the 14th of Nissan it does not need another bedika because now it has the status of a place where chametz hes not been brought. This actually raises an issue the Poskim discuss of after we spend weeks scouring our house for Pesach why do we need to do any bedikas chametz at all on the night of the 14th? Some are of the opinion that under these circumstances the hiding of 10 pieces of chametz is essential to enable one to make a beracha, because otherwise the entire house would have the status of a place where chametz is not brought and making a beracha on its bedika would be a beracha l'vatala.

i heard from a Rov that since it is within 30 days before pesach it is like an otzar that you clean out and requires bedika at night with a candle at the time you clean it before you start using it for pesash.

The halacha section in Revach has no connection to the ask section and Rabbi Moncharsh does not write it. The Revach articles are not necessarily Psak halacha they are simply excerpted from tshuvah seforim to show our readers some different opinions out there while Rabbi Moncharsh is a Rov and paskens halacha.
Naturally if you ask different Rabbonim you may get different answers. In fact in "Bedikas Chometz Done Right" a reader commented that the Shaarei Tshuva argues and says a cursory Bedika is sufficient if the house was cleaned thoroughly beforehand.

Isn't this at odds with the article posted at Revach (/article.php?id=2110) BEDIKAS CHOMETZ DONE RIGHT?
