Answer: You are correct that if neither the first seller nor the second seller has the authority to give a discount, you must return the extra (or pay for it if this is not possible). You will need to attempt to contact the store owner to ask him.
It is also possible that it is commonplace for a merchant to add a little fabric for free, and an extra 25% is not unreasonable for this type of trade. If you can establish that this is common custom in this trade, you can assume that the first seller has the authority to add this extra to the purchase for free.
