An Ashkenazi may cut his hair from the beginning of the morning of Lag B'Omer based on the concept that keeping part of a day is like keeping the entire day. The same would seem to apply to listening to music and I found no source for the common practice of tuning on the music already on the night of Lag B'Omer.
