Between Yishtabach and Borchu one may say Asher Yatzar, but after Borchu he is considered to be in the middle of Birchos Kriyas Shema and may not. However, if he suspects that he will need to relieve himself again before he finished Shmona Esrei and has the opportunity to say Asher Yatzar, then some Poskim permit him to interrupt and say the beracha since it is a passing Mitzva similar to reciting a beracha on lightning or thunder which is permitted during Birchos Kriyas Shema. After Borchu of Maariv is the same halacha as Shacharis, and he should wait until after he finishes Shmona Esrei.
