We are not permitted to eat meat during the 9 days as a sign of mourning in commemoration of the destruction of the Beis HaMikdash. Since outward acts of mourning are not performed on Shabbos, one may eat meat, just as a person sitting shiva on a parent R"L would not sit on the floor on Shabbos.
