Halacha - Crocs for Tisha B'Av

The accepted Halacha is to permit any shoes containing no leather, as written in Shulchan Aruch and confirmed by Mishna Berura. The Mishna Berura does conclude that for one who is capable it is praiseworthy to be machmir on Yom Kippur when there is an chiyuv inui Min HaTorah, but we do not find this chumra mentioned in Hilchos Tisha B'Av which is MiDerabbanan. Even on Yom Kippur, if one feels that uncomfortable footwear will impede his ability to daven with proper kavana he is not considered "one who is capable of being machmir, and he should wear comfortable shoes as long as they do not contain any leather.
