Strictly speaking even during the day there is no obligation to wear tzitzis unless you happen to be wearing a four-cornered garment, and there is no obligation to put one on. However, the Gemorra says that someone who avoids fulfilling the mitzva of tzitzis by not wearing an obligated article of clothing will be punished during times of Divine wrath. Since we pasken that an object usually worn during the day is obligated in tzitzis even when worn by night, it is proper to put the tzitzis back on even by night.

Rabbi Peretz Moncharsh, 2008-11-11 15:49:46 At night a beracha should not be said, because some opinions hold that even a garment usually worn by day does not need tzitzis at night, and safek berachos l'hakel. If one showers during the day, it depends how long he removes the tzitzis for. After a long time he would need a new beracha but not a short time. Anonymous, 2008-11-11 14:59:56 should a new bracha be made on the tzitzis?
