Generally speaking we say that mezonos is always the ikar, however rice is an exception to this rule since it is not one of the 5 grains. I have never seen a sushi roll, but from what I have heard it sounds like the fish is the primary part of the food and the rice is of secondary importance. The name would lend weight to this description. Therefore, it seems to me it should be shehakol.
