Halacha - talis and tefilin
Submitted by moish friedman  Answered by Rav Peretz Moncharsh

The Gemorra Berachos 9b says that one may don tefilin from before sunrise, and the Rishonim equate tzitzis. This halacha is brought in Shulchan Aruch OC 18:3 and 30:1.
