Answer: The Vilna Gaon and Rambam held the ideal time to light is at sunset, many Poskim hold tzeis hakochavim is the correct time. Sefardim and Chassidim wait for tzeis and daven Maariv before lighting. Many Litvaks light 20 minutes or so after sunset so that they are catching part of the half hour window like the Gaon, but the lights will certainly still be burning at tzeis.
