Yes, if you are Ashkenazi. Since the letters to not interlock, merely placing the tiles next to each other is not considered writing on Shabbos. Since there are no points to keep track of, we are not concerned that one will write to keep score. However, the Mechaber rules that one may not play any games on Shabbos at all.
