Hatavas chalom may be performed on Chanuka just like any other day of the year. One should only fast under the circumstances mentioned in Shulchan Aruch OC 388 regarding fasting on Shabbos. If one does fast on Chanunka because of a frightening dream, he must fast another day to atone for having fasted on Chanuka, which is generally not permitted.
