Answer: First of all, the Mishna Berura permits wearing new clothing and saying shehechiyanu even during Sefiras HaOmer. However, as you mentioned, many have the minhag not to. This minhag is specifically to avoid saying "v'higiyanu lazman hazah" since sefira is a time of troubles, and not an issue with the wearing of new clothes per se. Therefore, one who has this minhag could buy and wear new clothing during sefira if it is the type of clothing that does not require a shehechiyanu, but could not wear new clothing that was purchased before sefira.
